The CSIR offers Calculation Engine for the availability of TVWS as a service to third parties.
A third party can be another GLSD that only serves the WSDs while not performing computations, as such, the requests are forwarded to the calculation engine for determining operational parameters to be used by WSD providing TVWS services;
Alternatively, a third party that requires TVWS availability for further processing such as open cellular using TVWS
Provisioning of Operational Parameters (OPs) to TV whitespace Devices (WSDs) through the use of the Protocol to Access White-space (PAWS) databases IETF RFC 7545; with support for ICASA Ruleset (ICASATVWS-2018).

Plan the network coverage and link quality to ensure that the signal strength in the coverage areas meets user requirements, minimize interference, and network bandwidth meets Internet access requirements.
The system offers map overlays for the overview of TVWS availability through a web portal to the logged in users.
The system keeps record of all WSD details together with their interactions with the GLSD for future references. These records are accessible to the network operators via .
The system caters for cases where network operators belong to the associations/consortiums, these associations/consortiums can have a broader view of the WSDs under their group.
To achieve this, the details of the association/consortium must be included in the WSD registration details as device owner.
The system also supports multiple user accounts that are linked to particular WSDs and associated transactions
